I sent a document to someone for comment and review. I have recieved the document back with comments and I can not open the comments. I can see the sticky notes throughout the document but I can not open them to read them. I'm on a MAC using Adobe Pro DC and Chrome.

Do they appear in the Comments List under the Comment panel? If not, the file was flattened and the comments became static images, which means their contents are lost for good.

Is this a behavior with a particular PDF file or with all the PDFs? Please try with a different PDF file and check. If its a file specific issue please share the file with us for testing. Please upload the file to the document cloud (https://documentcloud.adobe.com/link/home/) generate the link and share the link with us.
What is the version of the Adobe Acrobat DC you are using? To check the version go to Help > About Adobe Acrobat DC
and make sure you have the latest version 20.009.20067 installed. Go to Help > Check for Updates.
If it still doesn't work, please try to turn off the protected mode for testing. Go to Adobe Acrobat DC > Preferences > Enhanced Security > Turn off the Protected Mode and uncheck the Enhanced Security > Click Ok and reboot the application and check.
Note: Please turn on the security after testing.
